Two more people have been arrested related to a robbery at London's Heathrow Airport where 21 people sustained injuries by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of robbery and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals are still being held, the force said.

The arrests follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the attack, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was one of the injured during the incident. A total of five individuals went to hospital for medical care and were later released.

Police detained a 31-year-old man for suspected theft and assault close to the location. He has since been released pending further inquiries as the investigation proceeds.

Police were called at about 08:10 GMT following reports of several individuals injured by an irritating chemical thought to be pepper spray.

The assault - which police said was isolated and not considered terrorism - caused train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 parking facility briefly.
